Bureau of Consular Affairs

The Bureau of Consular Affairs (BOCA) serves one of the core functions of the Ministry of Foreign Affairs by providing passport services, visa services, document authentication and the coordination of emergency assistance to the ROC citizens abroad. The consular services not only involve the interests and rights of the public, but also closely relate to national security, immigration policy, alien regulation, foreign labor management, military conscription administration and household registration. The BOCA also serves as MOFA’s service window to the public. The BOCA has four divisions, four administrative offices, three units and one branch office. Their functions are as follows:

  • Passport Administration Division:
    Passport Administration Division is in charge of passport administrative affairs. 
  • Visa Division:
    Visa Division is in charge of affairs pertaining to diplomatic, courtesy, resident and visitor visas. 
  • Document Authentication Division:
    Document Authentication Division is in charge of document authentication and the coordination of emergency assistance to the ROC citizens abroad. 
  • Passport Issuing Division:
    Passport Issuing Division handles the applications and issuances of passports. 
  • Offices of the Secretariat, Accounting, Human Resources and Government Ethics:
    These four offices handle the bureau’s administrative matters.
  • Information Management Unit:
    The Unit is responsible for the planning, establishment and management of computers and information technology system. 
  • Congressional Liaison Unit
    The major function of this Unit is to conduct public relations affairs with the Legislative Yuan and the Control Yuan, and to handle matters of the congressional members’ concern. 
  • Legal Unit:
    The Unit is responsible for formulating, interpreting and reviewing laws and regulations concerning consular affairs and other legal matters. 
  • Branch Office at Taiwan Taoyuan International Airport(Emergency Call Center):
    The branch office deals with the applications for visas upon arrival for foreign visitors, and coordinates emergency assistance to the ROC citizens traveling abroad.
