Operational Directions for the Issuance of a Second ROC Passport

  1. The Operational Directions for the Issuance of a Second ROC Passport (hereinafter referred to as “the Directions”) are stipulated in accordance with Article 18 of the Passport Act regarding the acquisition of a second passport under special circumstances verified by the Ministry of Foreign Affairs (hereinafter referred to as “MOFA”).
  2. Only ROC nationals with household registration in Taiwan are eligible to apply for a second passport.
  3. Applicants are eligible for a second passport in any of the following circumstances: 
    1. Business purposes: Applicants are applying for visas from different countries at the same time, or urgently need to travel abroad for business purposes during ongoing visa application procedures.
    2. International political factors:
      1. Applicants hold passports bearing visas or immigration stamps of countries that could lead to rejection of visa applications for, or denial of entry into, the country the applicant intends to travel to; 
      2. Applicants intend to travel to countries that are in conflict with each other, possibly leading to denial of entry into one of the countries;
    3. Applicants intend to travel abroad due to emergencies or other unforeseen circumstances, such as disaster relief and other humanitarian considerations, for which a second passport is required as verified by MOFA.
  4. Applicants shall submit the following documents:
    1. Business purposes:
      1. An application form for a second passport;
      2. A valid passport; if the current passport cannot be submitted due to ongoing visa application procedures, applicants shall submit a visa application receipt or other relevant documentation;
      3. The company registration or business registration documents of a company legally registered in the ROC, or a printout of the registration information published on the website of the competent authority;
      4. A supporting letter issued by the aforementioned company;
      5. Travel itinerary;
      6. Airline(ship) tickets or reservation documents;
      7. Other relevant documents.
    2. International political factors:
      1. An application form for a second passport;
      2. A valid passport; if the current passport cannot be submitted due to ongoing visa application procedures, applicants shall submit a visa application receipt or other relevant documentation. In the event of circumstances described in Subparagraph 1 of Paragraph 2 of Article 3, applicants shall also submit a photocopy of the passport pages bearing relevant visas and immigration stamps;
      3. Travel itinerary;
      4. Airline (ship) tickets or reservation documents;
      5. Other relevant documents.
    3. Emergencies or other unforeseen circumstances: 
      1. An application form for a second passport;
      2. A valid passport; if the current passport cannot be submitted due to ongoing visa application procedures, applicants shall submit a visa application receipt or other relevant documentation;
      3. Documentation detailing the emergency or unforeseen circumstances;
      4. Other relevant documents.
  5. A second passport shall be valid for no more than one year and six months.
  6. The processing fee and expedited service fee for a second passport shall be charged in accordance with relevant passport regulations.
  7. Application and issuance procedures
    1. Applicants in the ROC shall apply in person at either the Passport Issuing Division of MOFA’s Bureau of Consular Affairs (hereinafter referred to as “BOCA”) or one of MOFA’s branch offices. Overseas applicants shall apply in person at an ROC overseas mission. With the approval of the aforementioned authorities, exceptions may be made for applicants in special circumstances.
    2. Applications submitted in the ROC are processed, and passports are issued, by the authority accepting the application. As for overseas applications, following verification of the applicant’s identity by the ROC overseas mission, the application is sent to BOCA’s Passport Administration Division for processing and issuance of the passport.
    3. The processing time for applications submitted in the ROC is five working days.
  8. Passport management
    1. A second passport may not be renewed upon expiration. A new application must be submitted for the issuance of a new second passport.
    2. The loss of a second passport abroad shall be reported to BOCA by the relevant ROC overseas mission. 
    3. The second passport shall include the following note: “This is an additional passport to the bearer’s regular passport (No. __________).”
