Fee-charging Standards for Ordinary Passports of the Republic of China

Article 1
The Standard for Changes and Fess for Ordinary Passports of the Republic of China (the “Standard”) is prescribed in accordance with Article 10 of the Charges and Fees Act.

Article 2
The fee for applying for ordinary passport containing electronic chip in the R.O.C. is One Thousand Three Hundred New Taiwan Dollars per passport. However, for applicant who has not reached the age of fourteen, the fee shall be Nine Hundred New Taiwan Dollars per passport.
The fee for applying for ordinary passport abroad is as below:

  1. Passport containing electronic chip: Forty-Five United States Dollars per passport. For applicant who has not reached the age of fourteen, as well as male applicant living abroad starting from January 1 of the year following the year he reaches the age of eighteen, who has not been exempted from, or has not fulfilled, compulsory military service, which leads to reduction of validity period of passport, the fee shall be Thirty-One United States Dollars per passport.
  2. Passport without electronic chip: Ten United States Dollars per passport.
  3. For Applicants who have renounced R.O.C. nationality with approval of the Ministry of the Interior but have not received nationality of other countries, the fee charged shall be in accordance with passport containing electronic chip. 

The entry permit application fee for any national abroad who possesses household registration in the Taiwan Area is Five United States Dollars per permit. 
For passports referred to in Paragraph 1 and Subparagraph 1 of Paragraph 2 which are processed pursuant to the proviso under Article 14 of the Passport Act, the fee shall be reduced by half.
Payment of the fee in the local currency shall be in accordance with the fee amount in the local currency equivalent to the amount in United States Dollars reported to the Bureau of Consular Affairs, Ministry of Foreign Affairs (hereinafter referred to as the “Bureau of Consular Affairs”) by the overseas embassies and offices and approved by the Bureau of Consular Affairs.
Applicants who apply for passport abroad by post, unless the applicant will pick up the passport in person or authorize an agent to pick up the passport, return postage or fees equivalent to the cost of postal delivery shall be included.

Article 3
Applicants applying for passport in the R.O.C. and requesting for expedited service shall pay extra expedited fee, unless due to natural disasters, emergency event or official business needs as approved by the Bureau of Consular Affairs. The extra fee is as follows:

  1. For issuance three working day earlier, an additional fee of Three Hundred New Taiwan Dollars shall be charged. Issuance less than three working day earlier shall be considered as three working day earlier.
  2. For issuance four working days earlier, an additional fee of Six Hundred New Taiwan Dollars shall be charged.
  3. For issuance five working days earlier, an additional fee of Nine Hundred New Taiwan Dollars shall be charged.

Applicants who, after submitting a passport application, request expedited service and obtain approval from the Bureau of Consular Affairs shall pay the expedited service fee pursuant to Subparagraph 3 of the preceding Paragraph. Applicants who, after having already paid an expedited service fee, then request even faster expedited service shall pay the difference between the two respective fees pursuant to Subparagraph 3 of the preceding Paragraph. 
The Bureau of Consular Affairs may, based on the status of its business operations, announce the partial or entire suspension of expedited services for passports.

Article 4
For applicants with urgent need for passport who applied for expedited service at the Bureau of Consular Affairs office at Taiwan Taoyuan International Airport, upon confirmation by such office that emergency assistance to nationals traveling overseas will not be affected and the application may be accepted, an additional expedited service fee of Three Thousand Six Hundred New Taiwan Dollars shall be charged. However, should the applicant require urgent emergency assistance and has been approved by the Bureau Consular Affairs office, then the expedited service fee shall be waived.
When announcing the criteria for applicant applying for expedited service and the required documents, the Bureau of Consular Affairs may take the actual business condition of the office at Taiwan Taoyuan International Airport into consideration.

Article 5
The overseas embassies and offices shall publish the passport fee stipulated in Article 2 and the equivalent amount in the local currency. Notwithstanding the foregoing, in the event of special circumstances which are reported to the Bureau of Consular Affairs for approval, may be exempt from public announcement.
Whenever the equivalent amount of passport fees in the local currency is adjusted, the Bureau of Consular Affairs shall be notified for its reference.

Article 6
In the event the application for issuance of passport is denied, the fee shall be refunded. However, the foregoing shall not apply where the applicant fails to provide additional documents or appear in person for interview as notified by the Competent Authority or overseas embassies and offices as specified in Article 19 of the Enforcement Rules of the Passport Act.
Applicant eligible for a refund based on the reasons specified in the preceding Paragraph shall apply for refund from the original levying agency with receipt of the paid fee.

Article 7
When fees are charged in accordance with this Standard, receipts shall be issued and the currency in which the fee is paid and the amount shall be noted. However, in the event of any of the circumstances prescribed by Paragraph 1 of Article 22 of the Enforcement Rules of the National Treasury Act, issuance of receipt shall be exempted.

Article 7-1
The application fees for ordinary passports containing electronic chips from institutions or private groups established or designated by the Executive Yuan shall follow the stipulations outlined in Subparagraphs 1 and 3 of Paragraph 2 of Article 2 and in Paragraph 3 of Article 2.
With respect to the stipulated charges and fees for issuing passports, the institutions or private groups established or designated by the Executive Yuan referred to in the preceding Paragraph shall use this Standard.

Article 8
The Standard shall come into force as of the date of promulgation.
